The U.S. Constitution requires "a count of the population" and since 1790 there has been a decennial census taken. By law, the decennial census records are kept confidential for 72 years to protect the privacy of the enumerated population. The 1950 Census became publically available April, 2022. The 1960 censuswill become available in 2032.
The task of taking the census fell to the U.S. Federal Marshalls who went door-to-door between 1790 and 1870. Inefficencies and concerns about inaccuracies caused the Congress to replace the marshalls as census takers with trained census enumerators. In need of a better organization, Congress created the U.S. Census Bureau in 1902The 1890 Federal Census records were destroyed by a fire in January 1921.
The 1790 to 1840 census only listed by name the head of household. A count of other household members were provided grouped by age. From 1850 on all house hold members were named along with a variety of other information.
The 1790 census cost taxpayers a reasonable sounding $44,000. The 2010 census cost $12.9 billion. Residents who complete their census form by mail or online cost pennies. Residence who don't fill out there forms get a in-home visit from an enumerator at an average cost of $25.
